Konto občana · Public sector
One life situation instead of a pile of forms.
Konto občana took first place at the Inovačný cirkus 2026 hackathon for municipalities. In the prototype, a resident describes a life situation and receives a selection of related forms.

Information
- Year
- 2026
- Duration
- 25 to 26 August 2026
- Project type
- Winning hackathon prototype for the public sector
- Our role
- We designed the solution and built a working prototype, then presented it to the jury. The Rise.sk team was Maroš Bednár, Samuel Wittlinger, Michal Darovec and Jakub Čillík.
Technology
- Next.js
- TypeScript
- Gemini
- Resend
- SharePoint Lists
- Skybow
- Microsoft 365
What you will learn
- 01How one sentence about a life situation can select the forms a resident would otherwise hunt for.
- 02How to build a form that asks only for the data nobody has recorded yet.
- 03How to write the same case into SharePoint Lists, so a Microsoft 365 municipality needs no further system.
01
I am moving. What follows?
Change your address in Slovakia and the duties that come with it are rarely obvious. The forms sit on different websites, and the same personal data goes into each of them again.
Moving is not one duty. Behind it sit the address, the waste fee, parking, the dog and a new ID card, each with its own deadline.

02
From one sentence to the right agendas
The prototype demonstrates intake from the app, e-mail, phone or another channel. Keyword matching and AI extraction propose a shortlist of related municipal services.
From a sentence about moving with a car and a dog it picks out both, then separates the steps to start now from the duties that follow them.

03
A form that does not ask twice
The prototype fills forms from known data and reuses saved values. An AI check flags input errors before submission. The demonstration does not replace a clerk’s review.
Every value shows where it came from. The filing stays a draft until it is sent for review.

04
The office sees a case, not an attachment
A filing can arrive by e-mail or through the app. The same processing turns it into one case, so the clerk starts at the next step, not at an attachment.
The queue splits by whose turn it is. To review, my action, waiting on the resident, done. The resident sees that same status in their own account.

05
First place, and municipalities with no system of their own
The prototype aims at smaller municipalities that run no system of their own, and the same pattern repeats. A birth, a new trade licence, a property purchase or a dog registration all work this way.
Six finalist teams pitched to the jury at the Ján Palárik Theatre on the future of municipalities in the age of artificial intelligence. Konto občana took first place.
The hackathon was run in Trnava by Opium.systems. Samuel Wittlinger presented the solution for Rise.sk.
We also wired the same case into a SharePoint list through a Skybow action, so a municipality already running Microsoft 365 needs no further system.
“Do digitalisation so that it saves time for residents and clerks alike.”
